“Approaches will vary according to the capabilities of educational institutions. Naturally, no one drives children in the cold in winter or in heavy rain in the fall. We ask school administrations to approach this matter wisely. In addition, the participants in the ceremony will themselves determine the composition (for example, students of the same parallel classes). Obviously, it will not always be all students, ”said the head of the ministry.
Kravtsov noted that the rules for flag and ceremonial hoisting were developed by the Ministry of Education together with the Heraldry Council of the President of the Russian Federation. According to him, “everything is written in detail” and priority in participation will be given to school activists and excellent students.
On June 20, the head of the Russian Presidential Administration of Public Projects, Sergei Novikov, announced that lecture hours on social and political issues could soon appear in Russian schools.
“We must develop our children’s abilities, prepare them for future adult life, and create values that will help them adapt and succeed in this life,” he said.
According to him, the development of a 32-hour lecture hour program is connected, in particular, with the approval by President Vladimir Putin in 2021 of an updated national security strategy, which includes knowledge of the ideology and values of Russian society. .

On June 15, the Ministry of Education released a presentation on organizing a children’s summer health campaign in 2022, stating that the flag ceremony in children’s camps in Russia will consist of several stages. According to Minister Kravtsov, in 2022, 15,000 Russian schools will be provided with the symbols of Russia – the coat of arms and flag.
“Today, the government approved a decree that 11,000 schools will be decorated with state symbols. And it will be equipped with 4 thousand schools (that is, the total number of 15 thousand schools). [регионы] at their own expense,” said the head of the Ministry of National Education.
He added that it is important that removing the flag is not a formality.
A total of 2022-2024 33 thousand schools will be equipped with state symbols at the expense of federal funds. The federal center will allocate more than 970 million rubles to schools in the regions, which will be used to purchase rigging, flags and flagpoles. By 2024, it is planned to fully provide all general education institutions in the country.
The project explains that the money will be allocated as part of the national project “Education” as part of the federal project “Patriotic education of citizens of Russia”. 31 regions will receive subsidies, most of the money will be directed to Dagestan (about 107.5 million rubles), Nizhny Novgorod (about 75.9 million rubles), Chelyabinsk region (55.2 million rubles).
