Deputies of the New People party Vladislav Davankov, Sardana Avksentieva and Ksenia Goryacheva introduced a bill on the ban on approaching the State Duma. This has been reported TASS in the faction’s press service.
Parliamentarians propose adding a new article 14.1 (“Prohibition of approach and/or other contacts between the violator and the citizen”) to the Civil Code of the Russian Federation (Civil Code of the Russian Federation).
In Russia, there is not yet direct criminal liability for secretly following or so-called persistent stalking of a person. According to Ksenia Goryacheva, victims of persecution are often forced to change their job or even the city in which they live, but this does not help them get rid of ill-wishers even after the trial.
Sardana Avksentieva recalled the spring tragedy in Yekaterinburg, when a woman was killed by her ex-lover. She also contacted the police and said she had been trying to hide from her stalker for more than two years. Ultimately, ignoring the police and not being able to stop the “stalker” according to the law resulted in a tragic end.
“This tragedy could have been prevented. For example, it would be sufficient to ban not only meetings and correspondence, but also approaches,” he said.
The court can now only prohibit the pursuer from calling, emailing or writing letters. However, the judge cannot restrict personal approach or communication. Therefore, faction MPs want to correct this situation.
“We need to fill this gap to fully protect people from persecution,” explained MP Vladislav Davankov.
