Nikita Chaplin, a State Duma deputy and chairman of the Association of Summer Residents of the Moscow Region, told socialbites.ca that each region independently determines the time when noise can be made in its dachas. He noted that most of the time you can “sing and have fun” from 7am to 10pm and mow the lawn only on weekdays from 9am to 7pm.
“When noise cannot be made, the regions themselves determine their borders. Most often this is from 7 in the morning to 22 in the evening: at this time you can sing and have fun. However, cutting grass and firewood is allowed only on weekdays from 9 am to 7 pm. Additionally, maximum permissible sound levels in decibels are determined in each subject of the Russian Federation. If you are still disturbed by neighbors’ noises and think that they exceed the permissible norms, then you should talk like a human and reach an agreement. If you cannot solve the problem “with the neighborhood” and violations occur regularly, you should contact the police. “First-time violators will be given a warning, while repeat offenders will be fined, the size of which will increase each time,” he explained.
