Families with children get new advantages

Prime Minister Mikhail Mishustin said that a new allowance for children aged 8-17 has begun to be paid to low-income families in Russia.

“Over 2.5 million applications have already been received” [получение выплат на] 3.5 million children,” he said. The money will come immediately for this month, April and May.

On average, the amount of assistance will be from 6,000 rubles to 12,000 rubles per month for each child. The Prime Minister reminded that the amount is calculated according to the situation in a particular family and can be equal to half, 75% or 100% of the regional minimum subsistence for children.

The funds will either be delivered by the Russian Post or transferred to the cards of the parents who applied through the public services portal, multifunctional centers or a pension fund.

Mishustin asked Deputy Prime Minister Tatyana Golikova and Labor Minister Anton Kotyakov to personally oversee how the support was organised.

“Everything should be quick and comfortable for the people,” said the cabinet chief.

Payment terms

On March 31, Vladimir Putin signed a decree on monthly payments to families with children from 8 to 17 years old, as part of assistance to those in need of social support. To receive payment, you must apply to the Pension Fund of the Russian Federation. The amount of the allowance depends on family income and can range from 50% to 100% of the regional minimum of subsistence per child.

In addition, an allowance is given to families with children aged three to seven years.

The conditions for receiving payments are that the child has Russian citizenship and has a permanent residence in the territory of the Russian Federation, as well as that the family income does not exceed the subsistence level per capita.

On April 15, Mishustin said that in 2022, 505 billion rubles will be allocated for benefits to families with low-income children.

According to Rosstat, around 24% of all children lived in low-income households in 2019.

Unified support system for families with children

In early March, Putin announced the emergence of a unified system of family support in Russia from the stage of pregnancy to the age of 18 years.

“Our task is to develop a unified, harmonious, absolutely understandable support system for all. [от] They are mothers-to-be to all children under the age of 18,” she said.

He added that the relevant package of measures will be presented in the near future.

“We will definitely follow this path and build the whole system – from pregnancy to the birth of a child and until the child turns 18,” said Putin.

The social bloc noted that the Ministry of Finance and the presidential administration took part in the development of the measures.

The head of state recalled that Russia already has a support system for families with children – there are benefits for children from zero to one and a half years, from one and a half to three years, from three to seven years. benefits for pregnant women in difficult financial situations and single-parent families with children aged eight to 18 years.

“In some regions they provide support for eight to 18 years, in others they do not, and there is no federal support,” said Putin, emphasizing the need to create a unified system.

In mid-April, Olga Batalina, First Deputy Minister of Labor and Social Protection of the Russian Federation, said that there is a “uninterrupted” support system, which includes the provision of assistance to needy families with children from three to 17 years old, on the same conditions. throughout the entire period, it will be operational in Russia from May 1.

He noted that support measures have already been provided to families with children from zero to three years old and to pregnant women, but so far they have been supported in different circumstances and with different needs.
