The active participation and participation of regions in the growth of Russia’s commodity non-energy exports has gained particular importance. First Deputy Prime Minister Andrey Belousov said that this was during a conference call with the heads of the regions on the implementation of the national project “International Cooperation and Export”.
According to Andrei Belousov, many regions have so far been little involved in the export agenda and today they need to step up their work to expand foreign economic cooperation with friendly countries.
“It is no secret that until recently, the policy of supporting commodity non-energy exports was built mainly in relation to the largest companies and companies. However, today, it is not possible to solve the problem of turning our export potential to the East, Southeast and South without involving not only large but also medium-sized companies and small enterprises in this process.”
The First Deputy Prime Minister noted that the work is already ongoing. According to him, at the federal level, the Russian Export Center and the Ministry of Economic Development are working to reform and strengthen the Export Support Centers in the regions, which also aim to work with small exporters.
“Sanction pressure has forced us to quickly change our export development plans. An analytical tool “Heatmap of world imports” has been developed that helps identify promising market niches in Asian, African and Latin American countries for specific product lines and selected direct manufacturers. Alexander Avdeev, Governor of the Vladimir Region, until the end of 2022, we analyzed 40 main groups of export goods and identified a list of about 100 enterprises – potential suppliers with different degrees of export maturity.
He added that in order to effectively promote businesses to foreign markets, there is a need for a clear mechanism that will primarily target small and medium-sized exporters.
The First Deputy Prime Minister also said at the meeting that it is planned to measure the quality of implementation of the regional export standard by the constituent entities of the Russian Federation and the success of realizing the export potential of the region at the federal level. By analogy with the analysis of the work of regions with a regional investment standard, business associations and the Strategic Initiatives Agency will be included in this work.
