Nationwide air strike

At around 14:00 Moscow time, an air raid alert was issued in all regions of Ukraine. But even before that, authorities and the media began to report on rocket attacks on various cities.

The explosions were first reported by authorities in the Sumy, Poltava, Dnepropetrovsk, Mykolaiv and Odessa regions. A strike was recorded at an infrastructure facility in Odessa. Air defense systems worked in the Dnepropetrovsk, Poltava and Odessa regions.

The governor of the Nikolaev region, Vitaly Kim, announced that five rockets were launched from the airspace over Mariupol. He later stated that the missiles were coming from the south and east. Rocket arrivals were observed in the region near the city of Ochakov.

After the bombardment began, the governor of the Kyiv region also warned of a high probability of missile strikes and advised residents to stay in shelters. Local residents wrote on social networks that they observed missiles flying towards the western regions of Ukraine. Thereupon, the mayor of Lviv urged citizens not to leave the shelters.

Unlit Kyiv

At around 15.00, Telegram channels began to report that air defense systems were operational in the capital region of Ukraine.

The media almost immediately reported the explosions in Kiev. This was especially reported by residents of the Lesnoy, Lukyanovka-Dorohozhychi districts. After that, there were power and water cuts in parts of the city on the left bank of the Dnieper. Photos and videos of huge clouds of smoke rising from different parts of the capital began to appear on the network.

Kyiv Mayor Vitaliy Klitschko confirmed an attack on an infrastructure facility in the city. Ukrenergo has warned of emergency power outages and its schedule will not be announced until the power supply situation stabilizes. Klitschko noted that explosions occurred almost all over Kiev, and medical and other emergency services went to the scene.

After the water and electricity cuts began, Telegram channels began to write that mobile communication and the Internet began to be closed in some regions. According to media reports, at least three people were killed and nine injured as a result of the arrivals.

A few minutes later, Klitschko wrote that the water supply was cut off throughout the city. “Kyivvodokanal experts are working to restore the water supply as soon as possible. Please stock up on water just in case,” said the mayor.

The head of the regional administration, Kuleba, said that infrastructure facilities and residential buildings near Kyiv were hit by strikes. The head of the regional national police, Andrey Nebitov, announced that a fire broke out in a multi-storey building in Vyshgorod.

Due to power cuts, the metro stopped in Kiev. Many citizens hid in the stations and went down to the metro. It is worth noting that at the moment almost all of Ukraine has temperatures close to zero, with sleet and freezing rain in many regions.

Which areas are still without electricity?

Lviv Mayor Andriy Sadovoy wrote in Telegram that the entire city was without electricity. “The whole city is without lights. We await additional information from the energy industry. There may be interruptions in the water supply. Stay in the trench,” said Sadovoy.

The Governor of the Odessa region Maxim Marchenko said that there is a temporary power outage throughout the region and neighboring regions. At the South Ukrainian nuclear power plant in the Nikolaev region and at the Khmelnytsky nuclear power plant, energy units were urgently stopped. An emergency mode of operation was declared at the Rivne nuclear power plant.

Then Leonid Oleinik, representative of Energoatom, said that the South Ukrainian nuclear power plant was not damaged and that the power units were shut down due to the collapse of power lines. “There is no place to supply electricity,” Oleinik said.

City council secretary Yuriy Sidorenko said that metro and electric transport has been stopped in Kharkiv, and additional buses have been brought to the routes.

There were delays in the movement of trains. Ukrainian Railways reported that as a result of rocket attacks, the energy of the sections in the capital Dnipro, Nikolaev, Lvov, Vinnitsa, Sumy and Kharkiv regions was cut off. “It is possible to send the nearest trains with a delay, spare diesel locomotives come into play. The company has temporarily stopped the movement of the perimeter train in the capital.”

After that, Ukrenergo wrote in Telegram about emergency power outages in all regions of Ukraine. “Repair teams, along with State Emergency Service units, will begin repairing the damage soon after the airstrike is over. But in some areas emergency rescue efforts in areas damaged by missiles due to frost and freezing rains may take longer,” the message says.

The company then announced that emergency shutdowns could continue over the next 24 hours.

Around 16:00 Moscow time, the air raid alert began to go up.

On the afternoon of November 23, an air alert was again declared across Ukraine. Rocket attacks fell on the regions of Kyiv, Odessa, Vinnitsa, Kherson, Lvov. Emergency power and water cuts in all regions, subways stopped. Three Ukrainian nuclear power plants went into emergency mode. This is why there were power outages in Moldova and Transnistria.
