The Ministry of Digital Development of Russia has proposed the creation of a regional segment of a unified biometric system (UBS) in Moscow. The relevant document was published on: portal To prepare draft regulatory legal acts.
The Ministry clarified that the regional segment is part of the EBS and can be created at the request of a constituent entity of the Russian Federation. The same security requirements that apply to EBS apply to it.
According to the Ministry of Digital Development, the regional segment will help develop regional services using biometrics and will also allow the system to be adapted to the goals and objectives of the region.
According to the project authors, the operator of the regional section may be a local government authority or a state institution affiliated with it. The Ministry of Digital Development announced that the list of services that will use biometrics, as well as the usage features, can be adjusted after public discussion.
According to the bill, it will be possible to record biometrics in the regional segment using the city application or through the “State Services Biometrics” mobile application. At the same time, recording biometric data for services will only be possible with the consent of the citizen, and the use of biometrics to receive services is strictly optional. The Ministry concluded that you can delete your biometric data at any time.
