The first is “New Left Nationalism”, when the slogans of “take and divide” began to rise in countries, the ideas of universal equality and “priority of the national economy” prevailed. As examples of such a strategy, the expert cited the phrases “America first”, “India does” and “China first of all”.

The second scenario is what the Russian leader’s special representative calls “Green post-capitalism”, when countries move away from the “direct monetization model” and pay attention to the environment and carbon footprint.

“Another scenario is ‘Islandisation’, the splitting of major techno-economic blocs. And the last one, perhaps the most interesting, is the “Half-life” where we enter the period of collapse of international institutions,” he said.

According to him, the “most likely” scenario for Russia in the coming years is “islandization”.

“Practically guaranteed – the collapse of globalization and the end of the global security system of the 20th century. Restarting global technology markets, nationalizing technical standards, relocalizing the production of critical goods. That is, countries, all major techno-economic blocs will want to produce food, medicine and everything else on their territory, ”explained the expert.

“To achieve this, Russia needs technological dominance,” he said.

“Technological dominance is the realization of part of our scenario of how to build our own “island” on which we are responsible, on which we are adults, where we make decisions, are responsible for them. This is the main story of the next 10 years for us, and also for countries like the United States, China and possibly India,” he said.

He noted that the country should respond to the “green” agenda on the way to achieve technological dominance, create its own techno-economic bloc, export package of agricultural products, and create a new generation transport logistics corridors between Russia and Asia. In addition to countries, it establishes “global security exports” and solves “human capital problems”. The expert added that although the tasks seem impossible, they are not.

He also believes that a new cold war has begun this year.

“There is no point in going into technology without solving the problem of cognitive dominance. “Cognitive dominance is when you can’t make up your mind about someone else’s meaning and you have enough analytical ability to separate what you really need from that imposed on you by strangers,” Peskov wrote.

He believes that in the last 20 years, cognitive sovereignty in Russia has “nearly disappeared” and that inappropriate, “toxic” economic, technological and educational practices have been imposed on the country.

“Technological sovereignty should solve simple problems: providing security, getting energy, food independence, basic goods, transport connectivity, knowledge generation, access to the means of production,” said the President’s special representative.

He is sure that Russia should also have its own separate programs for engines and climate technologies. And “the role of technology is growing so much that selling them for money is a crime.” At the same time, Peskov emphasized that the country should not be isolated from the world.

“The future, of course, is mirror deals. Someone who has the processor we need and we have the rockets he needs. Let’s exchange missiles with processors, but R&D will also be exchanged, and the functioning of one system in one country depends on another system in another, ”Peskov suggested.

He concluded that there should be a second industry in Russia that “relies not on ministries and companies, but directly on development teams, mid-sized technology companies and universities”.
