For this reason, the state should assume the role of intermediary between the citizen and the operators of personal data. The function of such an intermediary should be entrusted to the Ministry of Digital Development and Mass Media of Russia, giving the right to compel all non-state operators of personal data, at the request of citizens, to delete information or to ensure its storage.
