The unified platform proposed to Cuba could include both electronic services for registration of new establishments, record keeping, payment of taxes, as well as banking services such as account opening, cash management services, receiving payments.
According to IER Executive Director Anton Sviridenko, Cuban authorities are now considering a shift from strict state regulation to the development of private competition. In this context, IER proposed to take advantage of Russia’s experience in tax control and digitization of electronic banking and to combine these technologies in the digital platform Superservice.
The physical basis of Superservice should be a specialized financial institution, the Entrepreneurship Development Bank, created in partnership with one of the Russian banks. This bank will need to keep records of business entities, provide online records, open accounts for them, maintain payment and cash services, transfer taxes as a tax agent, and transfer data in automated format.
Sviridenko expressed confidence that the establishment of the Entrepreneurship Development Bank will significantly increase the possibility of controlling tax payments, sharply reduce cash circulation and lead to the dedollarization of the Cuban economy.
