US and Netherlands to impose new restrictions against Chinese chip makers

Dutch authorities are planning, at the request of the United States, to impose new export restrictions that will prevent the Dutch company ASML from servicing chip manufacturing equipment in China. In this respect informs Bloomberg edition.

ASML is the leading manufacturer of lithographic scanners used to produce the thinnest chips in today’s processors. The Netherlands’ upcoming new export control regulations will prohibit ASML from repairing and adjusting its equipment in China by default. In order for the company to continue its operations in China, it must obtain a special license from the Dutch government. The new rule will come into effect in September 2023.

At the same time, Bloomberg writes that the supply to China of legacy lithographic scanners for ASML, which could potentially be used for the manufacture of microcircuits using a five-nanometer process technology, will be limited. In particular, ASML will be banned from selling such equipment to six Chinese companies, including Semiconductor Manufacturing International (SMIC), China’s largest semiconductor company.

Washington has pressure on the Netherlands and ASML in particular, as ASML equipment includes hardware and software solutions patented in the USA. At the same time, US legislation allows Washington to influence the export of products that are partly made up of American technology.
