The Ministry of Digital Development has received a proposal from Russian IT companies for developers to return to the country. How knowledgeable The head of the NP, Russoft Valentin Makarov, told Kommersant that the association is ready to independently pay for the relocation of the departed specialists, and also wants to simplify the recruitment process of foreigners.
Against the backdrop of staff shortages and “the growing interest of friendly countries in Russian specialists,” it “also makes sense for the government to reduce barriers to hiring foreign workers remotely,” according to Makarov. The main problem is that the procedure for obtaining a work permit in Russia for foreign specialists is long and complex. This issue is already being discussed in the Ministry of Digital Development, as confirmed by a Kommersant source in the industry.
According to the current rules, in order to work remotely in Russia, foreigners must come to the country and issue documents. Oksana Pakhomova, Hi-Tech Group HR director, said it took about two months. In addition, the permit may be revoked if the specialist has been in Russia for less than 180 days.
The Ministry of Digital Development noted that the industry has already received sufficient support – the procedure for finding a job and obtaining a residence permit has been simplified. The department representative added that so far there has been no request to further simplify remote operation.
Dmitry Parshin, director of the Artezio development center (part of the Lanit group), expressed doubts about the effectiveness of the measures proposed by Russoft, since Russian companies cannot offer competitive salaries to foreigners.
