A draft law on administrative responsibility for sending personal and financial information through foreign messengers in the provision of public services has been submitted to the State Duma. According to him, violators of the law will be fined: officials – from 30 thousand to 50 thousand rubles, legal entities – from 100 thousand to 700 thousand rubles.
The parliamentarian pointed out that since March 1, the transfer of personal data through foreign messengers has been prohibited while providing public services or performing a state duty. He remembered that the list of messengers can be viewed on the Roskomnadzor website. Gorelkin pointed out that Telegram is also on this list.
He also said that officers would not be punished for using these messengers for personal purposes.
“They can also continue to be used for working communication in most cases (when the provision of government or municipal services is not related to the performance of a government order or municipal duty),” the MP said.
He also said that the bill is necessary to solve more global problems – to shift the focus to Russian alternatives.
“This is good for both security and leak prevention, but also for infrastructure,” Gorelkin stressed.
He added that he opposes the development of Russian fintech, but that it is “strategically wrong” for banks to ignore Russian digital platforms and integrate with foreign digital platforms.
