The leader of the Phoenix group and hacker Chapaevv told Gazeta.ru that pro-Russian hackers will not participate in the state program to search for vulnerabilities in Gosuslugakh due to a “lack of free time”. The launch of this program was announced on February 10 by the Ministry of Digital Development.
“This [участие хакеров в программе Минцифры] unlikely, almost impossible. There is always something going on in the world. Most often, this “something” is actions against our state and the Russian people, to which we, attacking hackers, must respond as quickly and sharply as possible. That’s why sometimes we don’t have free time to sleep, not to mention testing Russian systems.”
Also, according to him, the legalization of “black” hackers (who engage in cybercriminal activities for commercial purposes) and “hacktivists” is unprofitable because the “black” business brings in “many times” more money than legal activities.
At the same time, the Phoenix leader praised the idea of attracting “white hat” hackers (legally seeking vulnerabilities in information systems for the money of private or state-owned companies) to search for vulnerabilities in Gosuslugakh. Although the government service is already well protected.
If you look at the news about the “cheats” of “Gosuslug”, you can see how less and less the same news every year. That already says a lot. We also have intelligence units that infiltrate enemy country groups. “At the moment, they are reporting that foreign hackers are not trying to break this system because they knew beforehand of their failure,” he said.
The hacker added that in the most secure information system, a person remains the most vulnerable link.
