The Duma proposed the creation of an agency for the sale of illegal copies of films. This initiative was proposed by Artem Kiryanov, deputy chairman of the State Duma Committee on Economic Policy. According to him, such an agency should collect content “without any royalties and respect for intellectual property”.

This shouldn’t be a spontaneous action, when someone is into what a lot – who could steal what, download it and then show it. This should be an authorized body that centrally collects content without royalties and respecting the intellectual property of those countries that harm Russia to the maximum. And only then is the collected content sold to our colleagues who will be using it.
He explained this proposal with the desire not to make Russian citizens feel any discrimination. And the state will receive money for viewing such content.
We must not make the Russians feel that they are in a discriminatory position, deprived of certain services. Perhaps some form of import substitution is still needed here, but at the same time these things still have to be obtained centrally with the help of the state.
