Russia has introduced criminal liability for organizing activities aimed at providing false declarations and invoices to tax authorities. The relevant law was published at: portal Legal regulations signed by Russian President Vladimir Putin.

If a crime is committed by a legal entity, the document provides for a fine of up to 300 thousand rubles or forced labor. The sanction also provides for a prison sentence of up to four years along with a fine of up to 80 thousand rubles.

If the crime is committed by a group of people, the prison sentence will increase to seven years and the fine will increase to 800 thousand rubles. The same penalty will apply if the activity is linked to the generation of income, especially on a large scale.

Tax returns and invoices will be considered fraud if they contain false information about the transfer of property rights, performance of work, provision of services and transportation of goods.

In the summer of this year, the State Duma of the Russian Federation accepted Law on Main Aspects of Tax Policy 2023-2025. The main changes of the new law in the ministry were the expansion of the powers of the Russian government to provide deferrals in the payment of taxes and insurance premiums until 2028 and the extension of “preferential” penalty rates until the end of 2024. Introducing personal property tax benefits for SVO participants and their family members, providing increased tax deductions for persons serving children with disabilities.
