The authorities estimate the implementation of the national project to provide Russia with its own transport at 6.7 trillion rubles, the money will be spent mainly on aircraft. They write about this “Vedomosti”.
The national technological leadership project, reflected in President Vladimir Putin’s May decree, includes areas such as “Long and active life”, “Family”, “Youth and children”, “Personnel” and “Infrastructure for life”. Before September 1, the Cabinet of Ministers must develop a plan for these projects.
According to the conservative scenario, the project was allocated 635 billion rubles, of which 520 billion rubles. – these are extrabudgetary resources and 6.6 billion rubles. – from the National Welfare Fund. In this case, by 2030 it is planned to build 299 ships, 235 aircraft and helicopters, produce 618 thousand electric vehicles and build 3 thousand electric filling stations. These expenses have already been approved by the Ministry of Finance.
The basic scenario envisages spending of 2.47 trillion rubles, of which 586 billion will come from extrabudgetary funds and 378 billion from the National Welfare Fund. In this scenario, it is planned to build 638 ships, supply 426 aircraft, produce 711,400 electric vehicles and hybrids, establish 28,000 electric filling stations and produce 43 electric trains. Budget allocations for this scenario have been “agreed upon in advance”.
The third and most ambitious scenario will require 6.67 trillion rubles, including 1.09 trillion rubles – from extrabudgetary funds and 3.23 trillion rubles – from the National Welfare Fund. In this scenario, it is planned to build 721 ships, supply 1,759 aircraft, produce 758,720 electric vehicles and hybrids, and establish 34,200 electric gas stations. The domestic car market share is expected to increase to 81 percent by 2030. There is no information yet on financing approval for this scenario.
