Today, July 15, Manturov met with all factions of the State Duma, as well as the relevant Committee on Industry and Commerce. At the plenary session, after answering the MPs’ questions, they all supported his candidacy for Deputy Prime Minister.
The minister said the measures to support the economy against the backdrop of the sanctions were “very effective” – they helped protect the industry from a deep decline.
“Notably, the transaction completed the first five months in positive territory – almost 2%. “But we cannot reassure ourselves with this result, because it is primarily due to the inertia of industries with long production cycles and stockpiles of preformed materials and components.”
According to him, a decrease in exports and the closure of Western markets are expected, the metallurgy, chemical complex and timber industry will be under attack. The minister noted that “even with tangible growth in the defense sector”, manufacturing output could “fall by about 6%” in 2022.
However, the official believes it is now more important to consider the tasks facing the industry as a whole, rather than statistical data.
“Today, we need to turn from a purely market-oriented industrial policy to a policy of ensuring technological dominance. Above all, to ensure the current supply of critical components,” he explained.
Import substitution
Manturov also talked about import substitution in the field of agricultural machinery. According to his data, the share of Russian components in this field exceeds 90%.
“First of all, we must forge new cooperation links to ensure the current supply of critical components. Now we do this heavily manually, together with companies and trade missions of the Russian Federation abroad. At the same time, we will master the production of our own analogues at an accelerated pace to replace imported individual components,” he explained.
In parallel, the Deputy Prime Minister added that Russia will continue to rebuild and create alternative logistics channels “taking into account the new foreign markets that are currently being developed”.
The Minister noted that funds were also allocated for import substitution in the field of machine tool construction: it is planned to follow the path of introducing universal machine tools. In addition, he proposed to develop the construction of residential real estate, as the industry “pulls” the production of building materials.
Manturov also announced the need to replace foreign equipment in the fuel and energy complex, including reconnaissance, drilling and offshore equipment. The head of the Ministry of Industry and Trade also called for speeding up work on building our own medium and large capacity equipment for liquefied natural gas (LNG) production.
“Here, it is important to increase capacities by replacing foreign exploration, drilling, offshore equipment and accelerating work on our own medium and large tonnage LNG equipment. On the other hand, for the benefit of domestic consumption, we will be able to supply all the technological pipes ourselves for the entire gasification of our country, ”says the official.
Troubled and successful sectors
Manturov told State Duma deputies that there is not and will not be a fertilizer problem in Russia, as the country “mets all domestic needs more than twice.”
However, in 2022, automobile sales and production in the Russian Federation will decrease by approximately 50%.
“You touched on the most vulnerable sector, which is the automobile industry. This year, the decrease in the market and production will be around 50 percent,” he said.
According to him, the revival of the market and production can be promoted by electric cars.
“No combustion engine, no transmission, no axle required. This optimizes the timing of the launch of the new production,” Manturov is sure.
He added that the domestic-engined Il-114-300 passenger aircraft will receive a type certificate at the end of 2023.
“At the end of next year, a Superjet with a domestic PD-8 engine and an Il-114-300 with a TV7-117 engine will receive type certificates. In the modification of the same engine, the Ladoga aircraft will be certified in 2024, there is also a deadline for the Baikal aircraft with the VK-800 engine and the MS-21-310 aircraft with the PD-14,” the minister said.
He explained that in total, by 2030, the aviation development program has enabled the production of more than 1,000 aircraft.
