Starting from September 1, 2024, a law will come into force in Russia that will tighten the requirements for producers of ethyl alcohol and alcoholic products. The document was signed by President Vladimir Putin. published on the official legal information portal.
According to the document, the registered capital requirements of producers of ethyl alcohol and alcoholic products are changing: from 10 million to 100 million rubles. Payment of the authorized capital with non-monetary and borrowed funds of the founders is not allowed.
If the value of an organization’s assets falls below 100 million rubles, its ethyl alcohol production license may be revoked in court.
In addition, the law determines the requirements for the commercial reputation of members of the board of directors of an organization that produces ethyl alcohol and alcoholic beverages. Members of the audit and management board, general director and chief accountant should not fulfill their duties if they previously managed a similar organization that was deprived of a license to produce alcohol and alcohol in the last five years.
Various new requirements are also imposed on beneficial owners, their affiliates and persons who directly or indirectly own more than 10% of the voting rights of the registered capital.
The law does not apply to wine, grape and cognac distilleries and establishments that produce wine products.
