The bill adds a new article to the Administrative Offenses Code regarding the punishment of illegal services performed for the purpose of collecting money from citizens. For such violations, individuals are fined between 5 and 30 thousand rubles, and officials are fined between 20 and 50 thousand rubles. Individual entrepreneurs are subject to a fine of 20 to 50 thousand rubles or a suspension of activities for up to 60 days.
Legal entities that illegally provide such services will face a fine of 300 thousand to 500 thousand rubles or a suspension of their activities for two months.
Even harsher penalties are being introduced for illegally collecting donations directly from citizens. For individuals, the fine will be from 30 to 50 thousand rubles, and for officials – from 50 to 100 thousand rubles. The maximum fine for individual entrepreneurs can reach 100 thousand rubles, and for legal entities – 1 million rubles.
The purpose of this bill is to stop organizations that are not supervised by the Bank of Russia and do not have legal authority from withdrawing funds from citizens. It complements the previously adopted ban on such activities.
