The State Duma adopted in the first reading a bill giving the National Bank the right to limit banks from issuing mortgage loans. According to the bill, the Central Bank may limit the share of real estate-backed housing loans issued by banks. The regulator will receive new powers from 1 July 2024.
As stated in the explanatory note, this will reduce the risk of accumulation of problematic mortgage debt. Currently, credit limits apply to consumer loans but do not affect mortgage loans.
Before that the Central Bank statedIt is observed that the share of loans with high debt burden in bank portfolios is still above 30%. The new measures are expected to reduce this figure to 20% by the end of 2024.
