The Ministry of Transport is developing a new system for financing the reconstruction of regional airports in the period from 2025 to 2030. To finance the first group, which includes small airports, it is planned to create a special fund, which will be replenished with fees from the provider, the Federal Air Transport Agency – State Air Traffic Management Corporation (GC for ATM). Revenue will be generated by introducing a new special fee in the ATM Civil Code or by increasing the existing fee (tariff) for air navigation for airlines. Another source confirms that the decision on the fund is not yet final, but insists that the restructuring financing plan will also include ATM Group fees.
The second group of airports that need to be rebuilt includes larger airports managed by private investors, according to an RBC source at one of the airports. Currently, the Federal Air Transport Agency has compiled a list of 28 such airports. It is proposed to develop them through a public-private partnership (PPP), in which part of the funds will be allocated in the form of free capital grants from the federal or regional budget. According to the source, the Ministry of Transport is proposing a rate where the capital grant would cover 60 percent of the project costs, while the remaining 40 percent would be covered by the investor using loan funds. Some of the costs are planned to be covered by the increase in airport fees collected from airlines and the revenues from commercial space rental and parking lot operation in the terminals.
