He noted that many problems have accumulated in the housing and communal services sector, including the lack of financing caused by various reasons. “Somewhere growth is higher and they want to increase it, but somewhere there is a limit of, for example, four percent, but the region increased it by three,” Khusnullin explained.
He noted that on the one hand, local authorities are doing everything that is “good for the people”, and on the other hand, the housing and communal services sector is being destroyed, leaving no funds for infrastructure. The Deputy Prime Minister described this situation as “distortions in the tariffs”. The official emphasized that it is “impossible to modernize everything with tariffs alone.”
