While the purchase amount in November reached 9.9 thousand barrels from 750 thousand dollars, in both cases hydrocarbons were purchased for consumption purposes. The cost of a barrel of Russian oil was US$74 in October and US$76 the following month. This is significantly higher than the country’s “price ceiling” of $60 per barrel.
