According to him, the 15-year prison sentence given to the businessmen is “exaggerated”. He reminded that in 2020, an amendment was added to the Criminal Code, which prohibits the automatic indictment of Article 210 because the defendants work together in the same company. However, Titov noted that in practice the problem has not completely disappeared.
“Business Russia” recently made a proposal to completely separate Article 210 of the Criminal Code (“Criminal community organization”) from economic crimes. Titov supported this initiative. According to him, Article 210 was introduced in the 90s to combat banditry and should not be applied to commercial organisations.
“In this context, it is time to draw a line between violent and non-violent crimes,” the Ombudsman said.
