In a letter sent in early December, the head of the Ministry of Internal Affairs, Vladimir Kolokoltsev, addressed the Chairman of the State Duma, Vyacheslav Volodin, regarding the actions of some deputies who carried out checks in the so-called “nalivayki”. – Places where alcohol is sold in residences, including at night, and attract media attention to this. In his letter, the minister recalled the current moratorium on unscheduled inspections of legal entities and individual entrepreneurs. He emphasized that, upon the instruction of Russian President Vladimir Putin, the issue of extending the moratorium until 2024 is being considered.
However, the letter states that “individual deputies” of the State Duma of the Russian Federation, including the federal media, “ignore the existing moratorium and conduct inspections in commercial organizations under the guise of public inspections.” Kolokoltsev noted that on November 21, he was shown a news report about the inspection of “licensed retail stores selling alcoholic beverages at night in Moscow” in which MP Biysultan Khamzaev (United Russia) took part.
Kolokoltsev noted that Khamzaev misled viewers of his television program and created a false perception of the police’s long-term inaction against alcohol sellers. He reminded that control and supervisory activities in the field of trade are not under the authority of law enforcement forces. “In this regard, I ask you to inform the deputies of the corps about the attitude of the country’s leadership on the inadmissibility of the interference of law enforcement agencies in commercial activities,” the minister said, addressing the speaker of the lower house.
