According to the newspaper “News”The Ministry of Finance of the Russian Federation has prepared a draft negative government response to the bill banning the sale of alcohol in shops and cafes on the ground floors of residential buildings. As stated in the document, the Ministry of Economic Development, the Ministry of Industry and Trade and the Ministry of Justice expressed their support for this project.
In July, deputies of the New People group submitted a bill to the State Duma of the Russian Federation. ban Sale of alcohol in non-residential premises of apartment buildings by decision of the general meeting of property owners.
According to the publication, the Ministry of Finance sent a draft review to the government. Representatives of the ministry believe that such a bill would create obstacles for entrepreneurs, and meetings of residents who received the right to make such decisions could abuse them.
The Ministry of Finance emphasized that in accordance with the law “On the principles of the crime prevention system in the Russian Federation” the regions can maintain public order.
The drafters of the bill cited complaints from residents about the presence of “nalivayki” and noisy bars, where even on weekdays the party continues until the morning. It was assumed that changes will be made to the Housing Code of the Russian Federation, allowing the general assembly of property owners to make decisions on the prohibition of retail sale of alcohol in non-residential apartment buildings.
In the near future, a group of deputies and senators, including Maxim Topilin, chairman of the State Duma Committee on Economic Policy, and Alexander Zhukov, First Deputy Chairman of the State Duma, plan to introduce another bill that would authorize Russia’s constituent entities. The Federation has the right to prohibit the retail sale of beer, beer drinks, cider, poiret and mead and the retail sale of such goods in public catering establishments, including apartment buildings and adjacent areas.
Earlier in the draft budget of the Russian Federation sharply fallen social and economic expenses.
