The delay in re-registering Ural Airlines’ Airbus planes and iFly into Russian ownership is due to stricter requirements imposed by authorities on private airlines. Aeroflot remains the only company able to complete the re-registration of 49 aircraft at the expense of the National Welfare Fund. According to information obtained from the sources of the publication “Kommersant” Private carriers were offered finance leases with the payment of a deposit of 30-40% of the aircraft cost and the obligation to spend part of the net profits on their purchase. As a result, they will take ownership of the aircraft. In the leasing market, these conditions were called extraordinary.

However, Ural Airlines and iFly have not yet been able to agree on contract terms with the leasing company NLK-Finance, which is under the control of the Federal Air Transport Agency and is part of NSC.

The main dispute arose over the issue of arranging a financial lease and the obligation to make a deposit of 30-40% of the cost of the aircraft. In addition, carriers were asked to transfer 30-40 percent of their annual net profits to buy back aircraft. It is unclear who exactly put forward these additional conditions, but according to one of the sources, the Ministry of Finance is demanding their implementation. The government claims that the financial bloc has not made such demands.
