Operators cite rising costs as the main reason for increasing tariffs, especially the purchase of equipment that has become more expensive due to sanctions. There is also an increase in operating costs, rents and logistics costs.
According to TMT Consulting, in the second quarter of 2023, operators’ average monthly revenue per subscriber (ARPU) increased to 377 rubles. Experts note that, despite growth, communication tariffs in Russia remain one of the lowest in the world, says Karen Kazaryan, head of the Internet Research Institute. Ghazaryan says that indexation of tariffs is inevitable in inflationary conditions. This will allow providers to offset increased costs for equipment and network development.
At the end of August, the Ministry of Digital Development planned oblige operators will justify the increase in communication tariffs.
