Abandoned ports in Russia will be sold for rubles

On May 31, the Government Commission on Legislative Activities supported a new bill of the Ministry of Transport of the Russian Federation that would allow the privatization of both state and municipal property of river ports. vedomostirefers to the document.

As reported, the bill envisages privatization, including docks, hydraulic structures and transshipment complexes.

According to the document, a competition should be held for the privatization of such properties. The new owner must assume the obligation to use the property only for passenger and freight traffic, ie not to re-profiling the port. At the same time, if the port facilities are “in poor condition” they will need to be repaired. This will be an additional condition.

According to the newspaper, the initial price for the sale of abandoned river ports in need of restoration will be set “in one ruble without a deposit.”

According to the publication, the period for fulfilling the requirements for the restoration of the port should not exceed two years. The winner of the tender will be able to resell the port if this period is not sufficient for him, but in this case his obligations will have to be fulfilled by the new owner.

At the beginning of 2017, the Ministry of Transport developed a draft amendment to the Law on Inland Water Transport and the law on the privatization of state and municipal property. The draft was tried to be finalized many times, taking into account the comments and amendments of the ministries, but the previous versions did not pass the government commission.

Previously, the State Duma approved the customization areas near bodies of water. The sanitary protection zone (ZSO) of drinking and utility water resources is one of the zone types with special conditions for the use of the zone. ZSO was created to protect water resources from possible pollution. If nothing can be built in the first generation, there are certain restrictions in the second generation, particularly associated with the placement of landfills, manure dumps and farms.
