The State Duma has proposed legalizing a rule on shortening the working day in Russian companies in case of extreme weather conditions. In this respect he is writing “Rossiyskaya Gazeta”, referring to the draft law prepared by the government of the Russian Federation.

The document was sent to the Russian Trilateral Commission. It is planned to make changes to the Labor Law. The current edition does not contain rules on work at very low or high temperatures, said Deputy Chairman of the State Duma Bris Chernyshov, the author of the initiative.

Employers issue idle orders because they cannot give instructions to reduce working hours. In this case, the staff receives two-thirds of the salary. But most of the time, company employees continue to work. As part of a survey conducted by the Zarplata.ru center, 43% of employees reported that employers do not reduce working hours when temperatures are high or low.

The parliamentarian emphasized that “it seems important that every employee has the right to fair working conditions and that the gap in labor legislation is filled.”

According to the recommendations of Rospotrebnadzor, the air temperature should not exceed the permissible values ​​​​for certain categories of work. If the company’s management cannot ensure safe working conditions, it must minimize the harmful effects of weather conditions; must change, suspend or reduce working hours in the work schedule. If the temperature in the working room has reached 28.5 degrees, it is recommended to shorten the working day by one hour. It is recommended to shorten the working day by two hours at 29 degrees and by four hours at 30.5 degrees. In hot conditions, the company management is obliged to provide workers with drinking water in accordance with the department’s recommendations. When working outdoors at temperatures of 32.5 degrees or higher, company management must provide workers with protective clothing or clothing made of thick fabric.

Alexander Safonov, Professor of the Financial University affiliated with the Government of the Russian Federation, noted that Rospotrebnadzor’s recommendations are often not followed.
