In the first half of 2023, the Central Bank identified 137 black lenders who were illegally making 1000% annual loans to the population and using illegal debt collection methods. Speaking to socialbites.ca, Anton Saikin, Head of the Department of Combating Illegal Activities of the Main Directorate of the Central Federal District of the Central Bank of Russia, said that the number of such fraudsters increased by 44% during the year.
According to Saikin, in order for a company to issue consumer loans, it must obtain a license from the Central Bank and be included in the regulatory register.
The Central Bank representative stated that the Central Bank will apply to the Prosecutor General’s Office, the Ministry of Internal Affairs and the Federal Antimonopoly Service if fraudulent events occur. In the first half of the year, 70 fines and more than 300 administrative lawsuits were filed against black creditors. The Central Bank also divided 5,000 internet domains owned by illegal immigrants.
