“There are more questions if there is definitely a possibility of development in central areas, for example in remote areas where there are communication problems, where it is not always possible to use the same terminal. The digital ruble will, on the one hand, eliminate transaction costs when making payments, on the other [предприниматели] they will need to review the structure of their business and fully digitize it,” the MP explained.
But according to him, the introduction of the digital ruble can eliminate problems in terms of operational commissions, purchase (card payment service).
The digital ruble will combine the features of cash and non-cash money. The State Duma passed the law on 11 July. It was later ratified by senators. Central Bank Governor Elvira Nabiullina stated that a mass rollout of the digital ruble in Russia from 2025 is possible.
