In the opinion of the RCC, it is necessary to introduce the concept of graffiti into the Criminal Code, including the clause on vandalism (which now allows up to 40 days of detention).
The company said later that the police would have the authority to deal with the authors of the inscriptions. The RCC also proposes to establish the procedure for the removal of graffiti and to make the situation transparent with permission to apply them to Russian objects. The press service of the operator explained that all water utilities in the country are faced with the problem of “corrupting the writing and drawings” at their facilities. The press service said that graffiti has also been seen at pumping stations and cultural monuments. According to the current law, the owner of the building must restore the object (paint over the writings). Sometimes owners face fines.
“At the same time, the violators themselves risk almost nothing – even if the “artists” get into the video cameras, they face only a small fine (300-1 thousand rubles – socialbites.ca),” the press service of the operator states.
Responsibility for graffiti is specified in the regional Administrative Offenses Laws. In some areas, drawings are criminalized and graffiti is equated with vandalism. However, this is no longer common practice.
RCC has opened a collection of signatures for its changes. 254 people voted in favor of the initiative. Voting will end in March next year, with at least 100,000 signatures required to change federal law.
