The Russian Union of Industrialists and Entrepreneurs (RSPP) wanted to finalize the draft law, which included the introduction of a state system for the exchange of subscriber data between banks and telecom operators. In this respect writer Kommersant refers to the decision following the RSPP Communications and Informatics Commission meeting.
The bill includes the development of a Unified information system (UIS PSA) to verify information about the subscriber. With its help, banks will be able to identify financial service users by phone numbers. This will prevent fraudulent transactions using gray SIM cards. But no one likes this idea, especially according to the RSPP there are certain risks to the security of subscribers’ data.
Market participants were concerned that operators would run their business on their own, charge banks for providing information, and then transfer some of the fee to themselves. As a result, operators fear that they will not be able to directly contract with banks because of the innovation.
The source of the publication in one of the banks pointed out that the credit institutions themselves do not care from whom and how they receive information. The real issue is just pricing. A single system may become a monopoly in the market, which will only increase the cost of the service for banks.
