The document suggests that countries with other gas resources (eg Spain) will have to share it with countries affected by the supply disruption. In addition, Brussels will mandate energy rationing, starting with the industrial sector, in such a way that businesses in less affected countries will not have a competitive advantage over businesses in more affected countries. In this case, each affected country will be able to set its own rules for rationing.
The publication states that EU officials will use the security of supply regulation in place since 2017 to ensure adequate gas supplies to households and social services and to mitigate the consequences of a possible supply disruption.
