The Federal Tax Service of the Russian Federation said that Russia encountered “surprises” when exchanging tax information with foreign countries. And, according to him, there is the opposite situation – some countries that seemed to be friendly stopped providing tax information to Russia. According to Kadet, these countries may fear imposing secondary sanctions on themselves.

In February 2023, Russia was included in the so-called black list of non-cooperating jurisdictions, which are countries that do not cooperate with Europe on tax matters.

Since 2017, Russia participates in the international automatic exchange of tax information within the framework of the Organization for Economic Cooperation and Development. According to the organization, 104 countries have expressed their intention to exchange data with Russia on the foreign accounts of Russians.
