The Ministry of the Interior (MVD) has proposed allowing access controls of businesses, bypassing the current moratorium. The measure should strengthen control over the stay of foreign citizens on the territory of Russia, for its implementation it was proposed to create a new administrative inspection body, reported on the portal of normative legal acts.
“The proposed bill will remove the “administrative barriers related to the limitation of control and supervision powers” of the internal affairs bodies. <….> In the explanatory note, violations can be prevented and suppressed mainly by controlling the places where immigrants gather and “in the vast majority of cases” owned by legal entities: these are construction sites, retail facilities, industrial enterprises, markets and hotels.
According to the authors of this initiative, the current moratorium on the inspection of business representatives prevents law enforcement from detecting violations of immigration laws by businesses. As a result, activities to identify violators of immigration legislation are of an official nature and their effectiveness leaves much to be desired.
