In 2023, four new regions of Russia will receive 410.7 billion rubles in the form of subsidies from the federal budget. In this respect writer RBC refers to the data of the Electronic Budget system.
Donetsk and Luhansk People’s Republics, Zaporozhye and Kherson regions will receive a total of 410.7 billion rubles from the federal budget in 2023, which will correspond to 89% of the total revenues of their consolidated budgets (including municipalities and regions). At the same time, a significant part of the revenues of these regions are subsidies aimed at creating a balanced budget.
Market experts pointed out that gratuitous receipts were transferred to new regions in the form of subsidies, as they were not targeted. In this case, regions can independently decide for what purposes they will be spent. Therefore, the funds received are likely to be used for social benefits, wages and support for the population.
Analysts thought that these data did not include direct federal budget expenditures, “sponsorship assistance” from other regions, as well as transfers from the Social Fund aimed at paying pensions. At the same time, high federal subsidies for new territories can be maintained for quite some time. However, this figure may decrease in the future as the economic potential of DPR and LPR is quite high.
At the end of November, the Ministry of Finance developed Changes in tax legislation to adapt to the new regions that have become part of Russia. Specifically, the document stated that local businesses would begin paying a mining extraction tax (MET) for activities that may have been licensed under Ukrainian law. For entrepreneurs, a delay is provided for the transition to cash registers (online cash registers) and preferential rates when choosing special tax regimes.
