The Russian State Duma adopted at first reading a draft law providing for the creation of a free economic zone (FEZ) in the DPR, LPR, Zaporozhye and Kherson regions, as well as tax advantages for its participants in the new regions. The documents were submitted by the Russian government. TASS wrote about it.

According to the main draft law, a special regime for entrepreneurship and other activities in the SEB will be established on the territory of the new regions of Russia. It provides features of urban planning and land use when placing objects necessary for the implementation of projects by investors. It also provides for a special taxation regime and taxation of insurance premiums, the implementation of the procedure of the free customs zone in the DPR, LPR, Zaporozhye and Kherson regions.

It is proposed by the governing bodies to designate the management company PJSC “Territorial Development Fund”, as well as the federal executive body authorized by the Council of Ministers in the field of creation and operation of the free economic zone.

On February 24, 2022, Russia launched a special operation in Ukraine. On October 6, the new territories became subjects of Russia, and this was enshrined in the Constitution of the Russian Federation.
