The Department of Economic Development (Ministry of Economy) has proposed new changes to the Regulatory Impact Assessment (REA) mechanism. In fact, we are talking about the possibility of considering draft regulatory documents on operating costs, reported in the draft government decree.
The relevant document was developed on behalf of Dmitry Grigorenko, Deputy Prime Minister and Chief of Staff of the White House. This decision implies the division of projects according to various degrees of influence of regulatory bodies – high, medium and low, indicated in the material.
“A high rating is provided for projects with norms that within six years from the expected date of entry into force of the document, the operating costs will be more than 3 billion rubles, in the medium and high grades – for projects from 0.3 to 3 billion rubles. and less than 300 million rubles. respectively. For projects with low regulatory impact, it is proposed to introduce a special procedure, which should probably increase the objectivity and quality of the calculations performed by the developer, ”says the explanatory note of the draft resolution.
According to the document, representatives of the profile working group under the subcommittee of the government commission on administrative reform will have to deal with the appropriate evaluation of projects. At the last stage, the material comes out for the discussion, which will also be attended by the Ministry of Economy employees.
