Izvestia: The Ministry of Construction advocated the introduction of the regulation of heating bills in Moscow

The Ministry of Construction has developed a bill to amend the calculation of heating fees, which will eliminate sharp fluctuations in tariffs. The newspaper writes about it “News”.

The publication states that now in Moscow, as in most regions, heating is calculated equally for 12 months in terms of consumption for the previous year. Therefore, in a warm winter, you often have to pay the price of being much colder than the previous season – fluctuations range from 25% to 50%. Now, according to the newspaper, utilities will be able to choose more suitable periods for calculation.

The article points out that even if households have common heat meters, the payment still depends on last year’s consumption, and there is a comparison between the payment in January and the energy consumed directly. If the current winter turns out to be colder than the previous one, you have to pay extra, if not, utilities should return the money.

According to Izvestia, the bill is currently being developed for Moscow, but Maria Spiridonova, a member of the Russian Bar Association, expressed the opinion that the innovation should be applicable to all regions, depending on weather conditions.

Previously, the Ministry of Construction, Housing and Community Services of the Russian Federation sent proposal to the government to include in tariffs the costs of installing and maintaining “smart” water and heat meters for payment of housing and communal services.

According to the ministry’s report, “smart” meters should be activated at all stages of resource accounting for the transition to the use of artificial intelligence in the housing and social services sector.
