In some regions of Russia, agricultural companies face the problem of not obtaining preferential short-term loans. Local authorities explain the refusals by the exhaustion of funds allocated for these purposes. 1-5% short-term (1-2 years) loan is required for seeds, plant protection products, veterinary drugs, fuel, wages and other purposes. At the same time, the difference between the Central Bank’s preferential interest rate and the key interest rate is compensated by the Ministry of Agriculture. But now regional authorities are starting to point out that there are not enough funds for these purposes.

The publication cited as an example a representative of the Samara region, who complained that the organization had approved applications for loans worth 4.8 billion rubles. But in order to get another 3.5 billion, it is necessary to raise the subsidy limits by another 100 million rubles.

Subsidies are not the only problem, according to some market participants. For example, for some types of agricultural products, banks do not approve applications in any way. In addition, the actually approved loan may be 10 times less than stated in the application, and the lending process itself will be severely delayed.
