Against the background of a series of difficulties with packaging and ingredients, food manufacturers asked the Ministry of Agriculture to remove fines in retail chains for under-delivery of products without order confirmation. The letter states that due to the unpredictability of demand for products, retailers may increase order volume unplanned from time to time, and for some networks, under-delivery penalties become additional revenue and an option to bypass restrictions on the amount of bonuses received from suppliers. . At the same time, such fines mean huge losses for the producers themselves.
Representatives of retail chains noted that order confirmation helps to plan the loading of warehouses and logistics services, as well as the volume of deliveries for suppliers. In addition, such a measure is a character of good discipline. If this measure is revoked, suppliers may begin to violate certain contractual terms.
Analysts felt that it would be best for market participants to resolve controversial issues on their own. This, in turn, will encourage retail chains to improve conditions for product suppliers. Therefore, it is best to do without regulation, otherwise the ability of the enterprise to quickly adapt contractual relations will be greatly reduced.
