“The average price of Ural oil in December 2022 was $50.47 per barrel and was 1.44 times lower than in December 2021 ($72.71 per barrel),” the ministry added.

According to the instructions of the department, the ceiling price is valid “from the start of maritime transport until the first sale of petroleum products on land in a jurisdiction outside the Russian Federation.” At the same time, the restriction will apply again when petroleum products will be exported by water after passing through customs control.

It is emphasized that if they are subject to “significant processing in a jurisdiction other than the Russian Federation”, the price restriction will not apply to them.
