The Government of the Russian Federation has instructed to establish tariff quotas for the export of certain types of agricultural products outside the Eurasian Economic Union (EAEU) from the Donetsk and Lugansk People’s Republics, Zaporozhye and Kherson regions. “The Government of the Russian Federation decides to establish tariff quotas for exports. <…> In the document, states that are not members of the Eurasian Economic Union, except the territory of the Russian Federation, include wheat and meslin, barley, corn, soybeans, rapeseed, from January 1 to August 31, 2023.
The Council of Ministers also proposes the establishment of tariff quotas for the export of sunflower seeds, sunflower oil and sunflower meal from these regions from January 1 to August 31, 2023.
The quota will be distributed by the top officials of the regions.
The government instructed the Ministry of Industry and Trade to issue licenses to those involved in foreign trade activities to export from the Russian Federation to non-EAEU countries.
The regulation enters into force on 1 January 2023.
Donetsk and Lugansk People’s Republics, Kherson and Zaporozhye regions became part of Russia after the results of the referendum in September. The signing ceremony of the treaties of accession to the Russian Federation was held on September 30.
