The Central Bank began to receive complaints from borrowers about refusing to give credit holidays – the right to delay loan payments for up to six months. This was reported to socialbites.ca in the press service of the organizer.

“So far, the number of complaints has been insignificant. Data collection on the number of credit holiday applications in March is not yet complete. During the epidemic, a credit holiday was provided for 164.7 thousand citizen requests in the amount of 85.1 billion rubles, according to the press service of the Central Bank.

Why are holidays denied?

Mikhail Mamuta, head of the Central Bank’s Consumer Protection Service, said that there are objectively two reasons for refusing credit holidays for citizens: if the decrease in income is not documented, or if the loan amount is more than the thresholds. (the limits set by the government).

According to the law, citizens whose income in the previous month has decreased by at least 30% compared to their average monthly income in 2021 can use credit holidays. At the same time, the opportunity to take a vacation for citizens applies to loans, the amount of which does not exceed the limit set by the government. Now 300 thousand rubles for consumer loans. (350 thousand rubles for individual entrepreneurs). For mortgage – from 3 to 6 million rubles. depending on the region, for car loans – 700 thousand rubles, for credit cards – 100 thousand rubles.

The press service of the Ural Bank for Reconstruction and Development told socialbites.ca that applications for credit holidays from customers are received as long as their refusal is less than 1%. Main reason for rejections: non-compliance with program terms (44%) and previously linked credit holidays (56%).

In contrast, Anatoly Perfilyev, senior director of banking ratings at the Expert RA agency, noted that banks reject up to half of their applications for credit holidays.

“As a rule, because a decrease in income is not documented or the loan exceeds the maximum amount. It should be noted that the maximum limit is not determined for the balance of the principal debt, but specifically for the loan amount. For example, a citizen needs to pay a consumer loan in the amount of 150 thousand rubles. At first glance, it can fall into the criteria, since its amount does not exceed 300 thousand rubles. But if the initial loan amount exceeds 300 thousand rubles, this situation no longer falls into the criteria and banks have the legal right to refuse, ”explained Perfilyev.

A similar assessment was made at Rosbank.

“About 40 percent of all applications for credit holidays are rejected for non-compliance with the requirements,” said Evgeny Senkovsky, director of Rosbank’s department for dealing with overdue debts.

What should you do if you cancel your vacation?

“We have to wait for the bank’s response to consider the application. In case of a negative decision, the bank’s response indicates the reason for the refusal. If the reason is the discrepancy between the package of submitted documents and the requirements of the law, then you need to send the missing documents to the bank. Use the bank’s restructuring programs if the loan amount is more than prescribed by law or if the client cannot approve a reduction in revenue of more than 30%. Banks’ own schedules are more flexible: it is possible not only to provide vacations, but also to change loan parameters. For example, an increase in the period of reducing the monthly payment, ”said Nikolai Vasilevsky, Deputy Chairman of Absolut Bank.

Egor Krivosheya, Head of Research at the Skolkovo-NES Center for Financial Technology and Digital Economy Studies, stated that the client can get the missing documents from the accounting department or the HR department (for example, a certificate) of the company where he works. income).

“Unfortunately, there is no way to change this refusal if the refusal is related to the official requirements regarding the size of the loan,” the expert said.

According to Perfiliev, there are cases when banks misinterpret the law or deliberately do it to delay the holidays.

“For example, someone refuses if there is a delay in the loan. Or banks offer less favorable conditions after the holidays – for example, a rate hike. Or banks require collateral for a loan. In such cases, you can file a complaint with the Central Bank.

The representative of the Mammoth Central Bank, in his appeal to the telegram channel, explained that if a credit holiday is denied, you must contact them via Internet reception.

“We will consider every complaint. If a violation is detected, we will signal the creditor that a deferred payment should be made. If there are no violations, we will explain why and let you know what options the customer has. There are opportunities in this case as well. In cases where the requirements of the law are not complied with, the banks themselves We advised them to do credit restructuring around their program. It also worked well during the covid crisis,” Mamuta explained.
