From September 2024, taxi drivers will be required to have a compulsory carrier liability insurance policy (OSGOP). However, many self-employed taxi drivers may decide not to buy a taxi in order to save money and will continue to work illegally, the head of the Public Council for Taxi Development, Irina Zaripova, told socialbites.ca.
“There is a crisis of distrust of insurance companies in the taxi market. It began with the refusal of the market to issue MTPL insurance policies for passenger taxis, and then a multiple increase in the cost of the policy. The emergence of additional insurance for carriers further worsens relations with insurers, and many taxi companies and self-employed taxi drivers are considering the possibility of working in the illegal sphere. The tariff corridor for the OSGOP policy starts from 1.3 thousand rubles, but some insurance companies have already announced an amount of 3.5 thousand rubles for taxis,” Zaripova said.
According to him, as a result, cheaper taxi services will appear on the market, which can be obtained through chats and channels in well-known instant messengers. However, in this case, the safety of passengers will not be guaranteed.
On September 1, a law introducing compulsory carrier liability insurance will come into force in Russia. Taxi drivers will be able to get a policy if they have a work permit with a daily technical inspection note. The majority of taxi drivers (75%) have still not completed the necessary documents to work under the new rules.
