Anton Shaparin, Deputy Head of the National Automobile Association, in an interview with socialbites.ca, supported the decision of the Ministry of Internal Affairs to ban the use of manual photo and video recording systems by traffic policemen. According to him, such devices were used as “a means of pressure on drivers” and became the cause of local corruption.
“It is good that they are banned. By orders of the leadership of the state traffic inspectorate, they were banned earlier. But until now, in some regions, such complexes are used purely as relics, and this, of course, often becomes the cause of corruption in the ground. Handheld devices have traditionally been used as a tool for pressure on the driver and for distorted perspectives. Corruption will be less. Of course, this is a positive development. Therefore, we welcome the minister’s decision and hope that it will be implemented by the traffic police,” he said.
Former Interior Minister Vladimir Kolokoltsev forbidden traffic police inspectors will use mobile manual complexes for photo and video recording of traffic violations.
In 2016, the use of manual video recording systems by the traffic police was significantly limited. According to the decree of Minister Kolokoltsev, such technical means can be used in the regions of Russia only in exceptional cases, under the personal responsibility of the heads of local bodies of the Ministry of Internal Affairs.
