Turned left from the second lane – what is the penalty?

I turned left, not from the far left, but from the second lane. I was stopped by a traffic police officer and started to prove that this was a violation of Article 12.16, part 2 of the Code of Administrative Offenses. It is my opinion that this Article should only apply when crossing a solid line, and in my case Article 12.14, Section 1.1 applies. Who’s right?
